O~kay, prepare to do a little reading. This is all the information on how to create a senshi in this world. 'Senshi' is the original Japanese name for what the 'Sailor Scouts' were. They were 'Sailor Senshis'. Senshi means something like guardian or soldier. The original full title of Sailor Moon is 'Bishoujo Senshi Sailor Moon/Pretty Soldier (or Guardian) Sailor Moon'. Therefore we will refer to all characters here as senshis. All characters besides a few side characters that are there for story will be senshis. Either they will be Neo Silver Senshis or they will be Sailor Senshis. Here is how to create a senshi on either side.
Sailor Senshis Sailor Senshis are all based on planets, but if we just do that we'll run out of planets really fast... therefore it's fine if you have stuff like 'Sailor Sea', 'Sailor Blaze' etc whatever. You can pick whatever, except (duh) Sailor Moon. This story takes place in the 30th Century, so all the original senshis are long gone, except maybe Pluto. It's really up to whoever decides to play her.
About Incantations Okay, all the transformation incantations in the first series of Ten no Senshi Sailor Moon follow this format:
Neo (Planet/Whatever) Power Make-Up! so Neo Moon Power Make-Up! Neo Mars Power Make-Up!
Pretty simple, right?
About Elements This one should be obvious. Well... sort of. Your Senshi's spells and such should be based around an element. If you're something like Sea or Blaze this should be easy, but as for the planets you should look up what element they're usually affiliated with. For instance Mars is Fire, Mercury is Water/Ice, Neptune is Water, Jupiter is Lightning, etc. The only really odd one is Pluto, which is Time.
About Spells You start with three spells. They should all be based on your element, and they should all have very specific effects. The naming scheme is... well... wierd. Some examples from the show are:
Shine Aqua Illusion World Shaking Deep Submerge Sparkling Wide Pressure etc.
I really don't know about any specific scheme for naming your attacks. I'd suggest looking up a complete list of all the ones from the shows and then trying to decide from that. Just remember to base it off your element. Throughout the 4 seasons of Ten no Senshi Sailor Moon your attacks will evolve, so start them off fairly weak. In your character application please include the names of your three spells and what they do/look like.
Neo Silver Senshis Neo Silver Senshis are based on precious stones or (if you really want to) rocks. So. Diamond. Ruby. Coral. Sapphire. Etc.
Ah, except Ruby. You can't use Ruby. Ruby is a special character and must be applied for seperately.
Oh, and Silver. Neo Silver is one of the main characters. Can't use Silver either.
Transformation Incantations Neo Silver Senshis transform using the following format:
Neo (Name) Revolution! so Neo Silver Revolution! Neo Diamond Revolution!
Elements Like the Sailor Senshis, you need to be based off an element. These ones aren't as obvious as the Sailor Senshi ones, so feel free to be creative. As long as you don't try to tell me that Ruby is Ice or Sapphire is Earth... Well, maybe you could even do that... I dunno. It's really up to you in this case.
Spells Same as the Sailor Senshis. You have three. Naming scheme is the same.
